How States and Territories Fund Transportation: An Overview of Tradition and Nontraditional Strategies

Date:
07/2009

Report prepared by Greg Dierkers & Justin Mattingly for the NGA Center for Best Practices
Environment, Energy & Natural Resources Division, based upon work supported by the Federal
Highway Association under Agreement No. DTFH61-08-H-00021.

The report provides an overview of the different state surface transportation funding
mechanisms. A comparison between traditional funding sources (Fuel Taxes, Vehicle Registration
Fees, Tolls, etc.) and alternative funding sources (Debt financing strategies, Congestion
Pricing Fees, Public-Private Partnerships, etc.) are provided by state. This document was
created to provide states with different alternatives of making revenue to dedicate for
transportation funding.
