Restructured federal approach needed for more focused, performance-based, and sustainable programs.

pp. 32-36 Step 7

"In some areas, federal surface transportation programs do not use the best tools and approaches available." Intermodal transportation federal funding needs to be flexible to areas that directly effects two modes simultaneously, (i.e., at grade road crossings for railroads and highway intersections). This portion of the report highlights why highway funding and rail funding should not be mutually exclusive, especially when freight movement is involved.

 

pp. 47-49 "Ensure Fiscal Sustainability" This portion of the report explains where the money comes from to maintain surface transportation infrastructure. Article also explains the pros and cons of public and private (financial) partnerships on the local and national level.

 

pp. 42 - 43 Step 6

"Incorporating Performance Accountability into Funding Decisions" In a comprehensive coordinated growth plan, the federal funding of rail, highway and waterway remediation decisions should be based on accountability and transparency of fund allocation.
