Step 2
The ARTBA's SAFETEA-LU reauthorization recommends the restructuring of the existing SAFETEA-LU legistration into two separate but equal entities: The improvement of core highway investment and the "Critical Commerce Corridors" program. The improvement of core highway investment include changes funding for the improvement and maintenance of existing transit and highways, while the "Critical Commerce Corridors" focus directly on the collaboration between the public and the private sector for the safe and efficient movement of freight. The ARTBA recommends that future transportation policies provide regulations for multi modal freight transport and requires the input of both the public and private sector.
Step 3
In 30 years, the U.S. population will increase exponentially, traffic congestion will only get worse. The ARTBA provides a dooms day scenario of an underfunded highway system. The solutions to these transportation problems lie in the cooperation of the various developers and policy makers. The ARTBA provides solutions such as increasing federal motor fuel taxes, creating truck only lanes on highways and the creation of multi modal freight transfer centers to ease traffic congestion.
