"Criteria Based Competition and a More Clearly Defined Federal Role in Transportation May Provide the Best Opportunity to Enhance These Programs"  This section of the report summarizes what was found in other GAO reports stating that the DOT establish a clear role for stakeholders, the fed's and source of funding for projects that are proposed to improve existing freight issues. "...we have found that having more federal programs operate competitively could help tie funds to performance."
